931.08  PERMIT, INSPECTION AND CONNECTION CHARGES.
   (a)   The various charges specified in this section relate to all new users connecting to the City's wastewater system that are inside the City, outside the City (not part of the County Sewer District), or part of the Columbiana County Water and Sewer District No. 2.
   (b)   A permit and inspection fee of fifty dollars ($50.00) for a residential, commercial, institutional or governmental sewer connection, and two hundred dollars ($200.00) for an industrial sewer connection shall be paid to the City at the time the application is filed.  This fee applies to all applications with the exception of the County Sewer District applicants.
   (c)   In addition to the permit and inspection fee specified in subsection (b) hereof, all new users connecting to the City wastewater system shall pay the following connection charges:

   This charge is a one-time charge payable at the time an application is submitted for a sewer permit.  All new users within the County Sewer District shall pay the City connection charge to the County at the time the application is submitted with such charges to be forwarded to the City.
   (d)   An applicant whose premises is not supplied with water by the City, but who wishes to use the sanitary sewer services supplied by the City shall pay the charges listed in subsections (b) and (c) hereof based on the estimated maximum rate of flow listed in subsection (c) hereof.
   (e)   Any applicant whose property does not abut an existing sanitary sewer facility may, at his own expense, construct such trunk and/or lateral facility as directed by the City.  Upon completion of the facility to the satisfaction of the City, such facility shall become the property of the City and be subject to all rules and regulations applicable.  In the event a user is required to construct a sewer line or other facility having a capacity in excess of that needed by the user (minimum size is eight inches in diameter unless otherwise provided by ordinance), the City shall reimburse the user who builds the sewer line or facility in an amount equal to the amount of construction cost found necessary to provide the excess capacity required by the City.
   (f)   Industrial wastewater surveillance charges to compensate the City for the cost of the administration of the municipal pretreatment program shall comply with the charges established in Section 929.04.
