No City sanitary sewer or water main shall at any time be laid or constructed in any street or other public place within the City until the grade of such street or other public place has been first properly established and graded accordingly. Such grade shall be established by the proper municipal authorities, and the grading of all streets and other public places shall be done to the satisfaction and approval of the City Engineer.
