901.07  RESURFACING BY PERMITTEE.
   Any person who obtains a permit for an excavation, as required by Section 901.01 and who desires to do the resurfacing described in Section 901.06 himself, in lieu of having such work done by the Department of Public Service-Safety, may do so by obtaining permission from the City Engineer.  If the City Engineer grants such permission, then there shall be no charge for the resurfacing.  Upon completion, the work shall be inspected and approved by the City Engineer.  If the resurfacing does not meet with the approval of the City Engineer, then the Department shall perform the work and the person who obtained the permit shall pay the costs based on the "cost plus" formula set forth in Section 901.06.
