Any street or other public ground which was surfaced with any material except concrete prior to any excavation shall be resurfaced after such excavation. The resurfacing shall be done by the Department of Public Service-Safety, except as provided in Section 901.07. Such resurfacing shall be done upon a cost plus twenty-five percent (25%) basis which shall be payable by the permit holder and shall be payable upon completion of the resurfacing at the office of the Director. Such resurfacing costs shall be in addition to the fee required for such permit required in Section 901.01.
