No person shall maintain or operate a secondhand dealership or engage in the business of dealing in secondhand items without first having obtained a license therefor. Application for any of the above licenses shall be made to the Mayor upon such blanks as shall be prescribed by the Mayor. In making such application, the applicant shall state his name, whether a person, firm or corporation, the place at which such business is to be conducted or maintained and further information as may be required by the Mayor.
