In addition to the members of the regular fire department, the mayor is authorized to employ other persons to assist, only in the case of fire, to be known as "call men". It shall be the duty of the call men to respond to every alarm and to report at such points and for such times as may be prescribed by the rules of the department, and the council shall fix their number and compensation from time to time.
