The chief and assistant chief of the fire department shall be elected by the members and firemen shall be appointed, as shall be provided by the constitution and bylaws of the department; provided however, that all elections and appointments shall be approved by the mayor and council at the next regular meeting of the council after such elections or appointments, or at a special meeting called for that purpose, and no election or appointment shall be effective until such approval.
