The provisions of this chapter as to the issuance of licenses, as herein provided for, shall be effective concurrently with chapter 84 of the session laws of Montana, 1937 and subject to the right of repeal except and save during such time, if any, such state license law, chapter 84, be rendered inoperative by referendum petitions or otherwise.
