In order to eliminate certain illegal traffic in liquor now existing in the city, and to ensure the control of the sale of liquor by the Montana liquor control board, it is hereby declared necessary to further regulate the sale of liquor at retail in conformity with the hereinafter mentioned act, and to that end to issue licenses to qualified persons to sell liquor purchased by them at state liquor stores in accordance with this chapter.
