The East Helena planning board shall consist of seven (7) members, appointed by the mayor with the concurrence of the city council to two (2) year terms, as follows: One member shall be a member of the city council; one member who may, in the discretion of the city council, be an employee or hold public office in the city of East Helena or county of Lewis and Clark; one member to be designated by the Lewis and Clark commission; and four (4) members, two (2) of whom shall be resident freeholders within the urban area, if any, outside of the city limits over which the East Helena planning board has jurisdiction, and two (2) of whom shall be resident freeholders within the city limits.
