2-1-6: OFFICERS; PERSONNEL:
The director shall appoint a deputy director and all other civil defense personnel who shall serve at his pleasure and under his direction. The deputy director shall be clothed with all of the director's duties and authorities, except as limited by the director. He shall further establish whatever citywide civil defense organization as he shall deem expedient, keeping in mind the changing needs for the same.
If the said director is for any cause unable to act, his duly appointed deputy, a copy of whose appointment, duly attested and on file in the office of the clerk of the council which shall be conclusive presumption thereof, shall act in his stead. If neither the director nor his deputy is for any reason able to act, the council shall appoint a temporary director, who shall be clothed with all of the director's authorities and duties until such disability ceases.
In the event that neither the director nor any person authorized to act in his stead under any of the foregoing provisions is for any reason able to act, then the governor of the state of Montana shall automatically and under the provisions of this chapter, be invited to act as temporary director, if he consents to act under such conditions. If he does not consent to act under such conditions, he shall thereby be clothed with all of the authorities of the deputy director of civil defense in and for the city. (Ord. 108, 10-2-1961)
