2-1-5: DIRECTOR OF CIVIL DEFENSE:
The office of city director of civil defense is hereby created in and for the city. The mayor of the city may appoint a city director. The city director, or if none is appointed, the mayor, shall have the authority to declare the existence of an emergency and to request such declaration from higher authority.
The duties and authority of the city director of civil defense shall include the following:
   A.   The control and direction of training and work of all civil defense workers for the city;
   B.   The determination of all questions of authority and responsibility that may arise within the civil defense organization of the city;
   C.   The maintenance of necessary liaison with other municipal, state, regional, federal or other civil defense organizations;
   D.   The marshaling, after the declaration of an emergency as provided for herein, of all necessary personnel, equipment or supplies from any department of the city to aid in the carrying out of the civil defense plan;
   E.   The issuance of any necessary proclamations of an emergency and the formulation and carrying into effect at any time of any civil defense plan;
   F.   The issuance of reasonable rules and regulations which are necessary for the protection of life and property in the city including, but not limited to, rules and regulations applicable to blackouts, air raids and alert signals.
   G.   The supervision of the drafting and execution of mutual aid agreements entered into by the city;
   H.   The supervision of and final authorization for the procurement of all necessary supplies and equipment, including acceptance of private contributions;
   I.   The authorizing of agreements, after approval by the city attorney, for the use of private property for air raid shelter and other purposes;
   J.   The city director may develop, or cause to be developed, mutual aid agreements with other public and private agencies within this state, county and city, for reciprocal civil defense aid and assistance in case of disaster too great to be dealt with unassisted.
Such arrangements shall be consistent with the state civil defense plan and program and, in time of emergency, it shall be the duty of the city organization for civil defense to render assistance in accordance with the provisions of such mutual aid arrangements. (Ord. 108, 10-2-1961)
