The general fund of the city shall consist of all monies received from taxes levied for the current fiscal year to defray the expenses of the executive department of the city, and of all monies received by the city from each and every name, description and kind granted by the city, and of all such other monies as may from time to time be transferred to the said fund by resolution of the council.
