Failure to carry out the duties herein or elsewhere required for the sanitary accumulation, collection, transportation, and disposal of garbage or failure to comply with the requirements of this chapter is declared a misdemeanor. Any person violating the provisions of this chapter may be fined not more than five hundred dollars ($500.00), except that the minimum fine shall be the sum of ten dollars ($10.00).
