Whenever any frame structure within the city limits has been damaged by fire or natural decay to such an extent as to be unfit for use and dangerous to adjoining premises or passersby, the council shall, by a resolution in writing, declare the same to be a nuisance, and shall direct the chief of police to notify the owner or owners thereof to remove or repair the same as it may seem fit within a time to be specified in said notice.
