§ 3.101 LICENSE REQUIRED; FEE.
   No person, firm, association or other entity shall operate or maintain any marina within the city without annually applying for and obtaining a license therefor. Furthermore, no person shall use or keep a boat at an unlicensed marina within the city. The license year shall be from March 1 through February 28 each year. License applications shall be filed each year along with payment to the Director of Finance/Treasurer of a fee as set forth in § 7.32 of this code. The applicant shall also supply evidence of insurance as required by § 3.109 of this chapter. The application shall be reviewed by the City Manager and, if found to be in compliance with this chapter and all city code requirements (including meeting the standards contained in § 3.110 hereof), shall be approved by the City Manager. If the City Manager determines that a marina (pursuant to an application) may have a significant impact on the lake involved or nearby riparian uses or be of significant public interest, the City Manager may refer the decision on the license application to the City Commission.
