The Fire Chief shall perform the following duties:
(A) Investigate the origin, cause and circumstances of all fires;
(B) Issue all orders necessary for the enforcement of state laws and of the provisions included in § 1.94 of this code; and
(C) Require and supervise from time to time fire drills from all schools and educational institutions as required by law.
