(A) Any owner or operator, who is accused of a violation of this chapter, may settle and compromise that claim by paying the amount within the timeframe as provided in the annual fee schedule, as amended.
(B) If the person accused of the violation does not settle the claim, the complaint shall be subject to administrative adjudication pursuant to Chapter 36 and the person shall be subject to the penalties set forth in § 10.99.
(C) Payments received by mail shall be credited as paid on the date received by the village.
(D) Whenever any vehicle shall have been parked in violation of any regulation of this chapter, the person in whose name such vehicle is registered shall be prima facie responsible for such violation.
