§ 115.152 CONSTRUCTION PERMITS.
   No person shall work within the village without first obtaining a construction permit thereof; provided, however:
   (A)   No permit shall be issued for work within the village unless the telecommunications carrier has filed a registration statement with the village pursuant to §§ 115.020 et seq.
   (B)   No permit shall be issued for work in the public ways unless the telecommunications carrier has applied for and received a license or franchise pursuant to §§ 115.035 et seq. and 115.060 et seq.
   (C)   No permit shall be issued for work without payment of the construction permit fee established herein.
