§ 115.003 REGISTRATION.
   Except as otherwise provided herein, any telecommunications carrier having any telecommunications facilities within the corporate limits of the village and offers or provides telecommunications services to customer premises within the village shall register with the village on forms provided by the village pursuant hereto.
