§ 53.026 PROHIBITION OF IMPROPER DILUTION.
   No user shall increase the use of process water or, in any way, attempt to dilute a discharge as a partial or complete substitute for adequate pretreatment to achieve compliance with the limitations contained in the national categorical pretreatment standards (NCPS) (when effective) or in any other pollutant-specific limitation developed by the village or state. The Village Administrator may impose mass limitations on users who may be using dilution to meet applicable pretreatment standards or requirements or in cases when the imposition of mass limitations is appropriate.
