§ 53.025 PRETREATMENT.
   (A)   New sources shall install, have in operating condition, and “start-up” all pollution control equipment required to meet applicable pretreatment standards before beginning to discharge. Within the shortest feasible time (not to exceed 90 days), new sources must meet all applicable pretreatment standards.
   (B)   Users shall provide necessary wastewater pretreatment as required to comply with this chapter and shall achieve compliance with all applicable pretreatment requirements and standards within the time limitations as specified by appropriate statutes, regulations, and ordinance. National categorical pretreatment standards shall be added to this chapter as amendments.
   (C)   Any facilities required to pre-treat wastewater to a level acceptable to the village shall be provided, properly operated, and maintained at the user’s expense. Detailed plans showing the pretreatment facilities shall be submitted to the village for review and must be acceptable to the village before construction of the facility. The user shall obtain all necessary construction operating permits from the IEPA. Such pretreatment facilities shall be under the control and direction of an IEPA certified wastewater treatment operator. The review of such plans shall in no way relieve the user from the responsibility of modifying its facility as necessary to produce an effluent acceptable to the village under the provisions of this chapter.
   (D)   Within a reasonable time after the completion of the wastewater treatment facility, the user shall furnish its operations and maintenance procedures for the village to review. Any subsequent, significant changes in the pretreatment facilities or method of operation shall be reported to and be accepted by the village prior to the user’s initiation of the changes.
   (E)   Whenever deemed necessary, the Village Administrator may require users to restrict their discharge during peak flow periods, designate that certain wastewater be discharged only into specific sewers, relocate and/or consolidate points of discharge, separate sewage waste streams from industrial waste streams, and such other conditions as may be necessary to protect the POTW and determine the user’s compliance with the requirements of this chapter.
   (F)   Users with the potential to discharge flammable substances may be required to install and maintain an approved combustible gas detection meter.
