§ 53.002 MANAGEMENT OF SEWER SYSTEM.
   (A)   Director of Public Works. The Director of Public Works, or his or her designate, shall have the supervision, management, control, maintenance, and operation of the sewerage system of the village, subject to the direction of the Board of Trustees. The Director of Public Works shall report to the Board of Trustees the violation of all ordinances concerning the sewerage system.
   (B)   Record of connections. It shall be the duty of the Director of Public Works, or his or her designate, at the time the application as herein required is made, to enter in a book to be kept for that purpose the statements and representations of the applicant as to the place, location, kind, and extent of the connection to be made, the purpose for which the sewer is to be used, and all the plumbing and plumbing work in any manner or way connected therewith as by this chapter required of such applicant to be given specifically and in detail.
   (C)   Approval of connections. All sewer connections plumbing work shall be done subject to the approval of the Director of Public Works, or his or her designate, and no work underground shall be covered up until examined by the Director or some person under his or her direction.
   (D)   Accounts and records. It shall be the duty of the Director of Public Works to provide information to the Village Administrator on all accounts and records of all services connected with the wastewater system.
   (E)   Regulations applicable. The regulations of this chapter govern every user of the village wastewater facilities and shall be a part of the contract between the village and every such user. In making application for sewer service, every user shall agree in writing to be bound thereby. It is the duty of the Director of Public Works to enforce these regulations.
