§ 51.19 USE OF WATER FACILITIES.
   (A)   Meters required.
      (1)   No persons shall be allowed to receive water from the village for any purpose, except fire protection without first having a proper water meter installed to measure the amount of water consumed.
      (2)   Meters shall conform to specifications fixed by the Director of Public Works as to size, capacity and construction. All meters shall be installed at a location approved by the Director of Public Works.
      (3)   In the event a building contains more than one use, a meter is hereby required for each use unless the building contains only residential dwelling units and the use of a single meter for the building is approved by the Director of Public Works.
      (4)   No person shall remove a meter for the purpose of having it repaired without first contacting the Director of Public Works and having the meter read before it is removed and after it has been replaced. Whenever a meter is removed, a replacement meter shall be installed to provide for continuous metering of the water supply. If a replacement meter is not available, the water charges for the period for which no meter was in service shall be based on the average use for a previous comparable period as determined by the Clerk.
      (5)   Outside remote water meter readers shall be installed in all new residences and in all residences where it is deemed necessary by the Director of Public Works to replace existing meters.
      (6)   After meters are installed on the premises of a consumer and connected with the water system, it shall be unlawful for any consumer, his or her agents or employees to remove, repair, injure, deface, mar or in any manner interfere with any meter.
   (B)   Meter certification on large meters (larger than one inch) required.
      (1)   The village hereby adopts the state Public Service Commission Regulation IL Rule #I.A.C.83, Part 600, concerning the periodic testing of water meters larger than one inch diameter andlarger (herein “large meter”), as it may be amended from time to time.
      (2)   It is the responsibility of each person required to have a large meter under this section to verify that meter’s accuracy in accordance with the American Waterworks Association (“AWWA”) standards at least every four years.
      (3)   The village shall notify each person required to have a large meter certified when that meter is due for such recertification.
      (4)   Each person may thereupon choose to have such large meter tested to meet AWWA standards or replace such meter with a meter that meets village specifications.
      (5)   In the event a tested meter fails such test, the meter must be repaired, retested, and recertified before being placed back into service.
      (6)   In the event, after notification of the need for testing, a person does not respond to the village with verification of a date for meter testing or replacement, which testing or replacement shall occur within one month of such notice, the village shall send a second notice. If no response is received within two weeks of such second notice, a door hanger will be physically placed at the premises served by such meter. Such hanger will indicate that the water service will be disconnected within 48 hours if no response is made to the village identifying a date for meter verification. If no date certain is provided to the village for meter verification within such 48-hour period, the village may discontinue water service. Water service will not be resumed until verification of meter testing appointment is made to the village and all accrued fees and charges are paid to the village.
      (7)   In the event meter testing or replacement is not completed as provided herein within five days of the verified appointment set forth above, the 48-hour disconnection process set forth above will commence.
   (C)   Fire hydrants.
      (1)   All hydrants constructed in the village for the purpose of extinguishing fires are hereby declared to be public hydrants. No persons other than members of the East Dundee and Countryside Fire Protection District and those authorized by the Director of Public Works shall open any hydrant or attempt to draw water from same or in any manner interfere with or injure any hydrants.
      (2)   No person shall obstruct the use of any fire hydrant or place any material in front thereof. Any material forming the obstruction may be removed by the village. The cost of removal shall be borne by the owner thereof.
      (3)   No person shall use any water hydrant wrenches without the permission of the Director of Public Works.
      (4)   The fee for the rental of a water hydrant meter and the water used from a hydrant shall be as established in the annual fee schedule.
