No persons shall congregate or loiter upon or about any public street, avenue, alley, street setback, park, playground, public school property, public library property or any other publicly owned property, or in front of a dwelling, place of business, place of worship or amusement in the city at any time and in such a manner as to hinder, obstruct or impede passage of pedestrians, or in such a manner as to hinder, obstruct or impede normal ingress to or egress from adjacent premises.
