(a) No person shall knowingly cause or attempt to cause physical harm to any dog which is owned, harbored or under the control of the city’s Department of Police.
(b) No person shall recklessly cause serious physical harm to any dog which is owned, harbored or under the control of the city’s Department of Police.
(c) This section does not apply to a licensed veterinarian acting in an official capacity.
