No person shall operate or maintain a pool until a license therefor shall have been issued by the Mayor. Such license shall be issued pursuant to an application duly made therefor and the payment of a fee of $20 for a private pool, and a fee of $150 for a public pool. Such license shall expire on April 30 of each year. A new license must be obtained for each year in which the pool is to be operated or maintained. Pools owned and maintained by any public or parochial school, YMCA, YWCA or any other institution operated not for profit and used exclusively for charitable purposes shall be licensed as stated herein, but no fee shall be charged.
