No owner or person in possession or control of a vehicle used for carrying or transferring any of the substances enumerated in § 939.23 hereof shall permit such vehicle to stand, be stored or kept in such manner or for such length of time, that it will be or constitute a nuisance. The owner or person in possession or control of any such vehicle shall cause it to be cleaned at least once a week while in use and to be kept clean while not in use.
