§ 939.24 VEHICLES WITH OFFENSIVE LOADS.

No person owning or having possession, charge or control of any car or vehicle having in or upon it any substance that is foul, putrid, offensive or dangerous or that is detrimental to public health, shall allow such car or vehicle to remain within the city limits longer than the time necessary for the completion of its loading.
