Only waste material which originates and is produced within the corporate limits of the city is acceptable for collection and/or disposal by the city. Except as herein provided, any person who disposes of, attempts to dispose of or presents for collection waste material in the city which originates and is produced outside the corporate limits of the city is subject to the penalties provided for violating the provisions of this chapter.
