No person shall throw, place or deposit any garbage or dead animals in any street or other public place, or on any public or private property, nor permit such waste to remain upon property owned, leased, rented or controlled by him or her, except in approved containers. No person shall remove the lid from any garbage container without replacing same. Any such act is hereby declared to be a nuisance.
