(A) Required; fees. No coin-operated telephone shall be installed until a permit for the installation shall be issued by the Board of Public Works and Safety. The fee for the permit shall be an amount as set by the city from time to time.

(B) Application; installation determination authority.
(1) To obtain a permit an application shall be filed including a drawing showing the proposed location of the telephone, and the permit fee must be paid. The Board of Public Works and Safety shall determine whether the proposed coin-operated telephone is necessary and reasonable for the proposed location.
(2) Representative(s) from the Board of Public Works and Safety may canvass residents and businesses in the area adjacent to and within 500 feet of the proposed telephone to determine if the proposed telephone is reasonable and necessary. No coin-operated telephone shall be located within 500 feet of an existing coin-operated telephone, unless a showing of hardship and necessity is made by the individual or corporation requesting the permit.
