Every owner, lessee, or person in possession of premises abutting on the harbor shall at all times keep the wharves and docks on the premises in good repair and safe condition. The Harbor Master shall notify the owner, lessee, or person in possession that he or she will be held liable for all damage occasioned to person or property by reason of the unsafe conditions of the wharves and docks.
