§ 76.011 ESCAPE OF STEAM.
   It is unlawful to open cylinder cocks on any locomotive to permit the escape of steam while operating upon any track of any railroad within the city in proximity to any street crossing; provided, that when the locomotive has been standing still, the cylinder cock may be opened for a sufficient length of time to permit the escape of condensed steam.
