It shall be the duty of the police officers of the city acting in accordance with the instructions issued by the Board of Public Works and Safety to report:
(A) The number of each parking meter which indicated that the vehicle occupying the parking space adjacent to the parking meter is or has been parking in violation of any of the provisions of this chapter;
(B) The state license number of the vehicle;
(C) The time the vehicle is parking in violation of any of the provisions of this chapter; and
(D) Any other facts or knowledge of which is necessary for a thorough understanding of the circumstances attending the violation. Each police officer shall also attach a notice to any vehicle that has been parked in violation of a provision of this chapter, which notice instructs the vehicle owner or operator to report to the Cafeteria Court of the city in regard to the violation. Each owner or operator may, within 24 hours of the time when the notice was attached to the vehicle, pay to the desk sergeant at the Cafeteria Court as a penalty for and in full satisfaction of the violation the sum in an amount as set by the city from time to time. The failure of the owner or operator to make payment within the 24-hour period shall render the owner or operator subject to the penalties provided in this title.
