(A) Each IU, at its cost or expense, shall provide protection from accidental discharge of prohibited or regulated materials or substances established by this chapter and shall establish and maintain facilities and procedures to prevent such discharge. Detailed plans showing facilities and operating procedures to provide this protection shall be submitted to the District for review, and shall be approved by the District before construction of the facility.
(B) Each existing IU shall complete its plan and submit same to the District within 90 days of the effective date of this chapter. The District may complete such plan for any IU who fails to do so at the IU’s expense.
