(A) It is unlawful for any telephone, electric, telegraph, or other company or any person to have or maintain on any street, alley, or other public place within the city any wire that is not securely fastened or attached to a sufficient number of poles or supports so as to prevent the wire from being or becoming loose.
(B) It is unlawful for any person to place or cause to be placed any loose wire upon any street or alley or other public way or place within the city.
