All poles, posts, crossbars, wires, and other fixtures placed on or used in any street, alley, or public way or place within the city by any telegraph, telephone, electric light, or power or any other company shall be placed, owned, used, and maintained under the supervision and direction of the Board of Public Works and Safety. The Board of Public Works and Safety shall have the power to fix the size, height, and designation of poles and shall have the power to order the location and the change of the location of poles, wires, and apparatus whenever the same is necessary for the safety or convenience of the public or for the prevention of danger to life or property; and the owner shall be liable for the cost of the change of location. Poles and wires or other apparatus shall be so located as to cause as little obstruction as possible either to travel on the street or in the use and enjoyment of private property.
