Members of the police force shall be appointed by the Board of Public Works and Safety in accordance with the eligibility list compiled and adopted by the Police Merit Commission pursuant to §§ 33.055 through 33.069. Except as to those cases within the jurisdiction of the Police Merit Commission, the Board of Public Works and Safety shall have the power to promote, demote, remove, bind, suspend, or penalize them in the manner provided by law.
