No person shall sell, give, or otherwise transfer to any other person under the age of 18, except with the written consent of the parent or guardian of the other person, any glue containing a solvent having the property of releasing toxic fumes or vapors; provided, that nothing contained in these regulations shall be considered applicable to the sale of a tube or other container of glue immediately in conjunction with the sale of a model kit requiring the use of approximately the quantity of glue for the assembly of a model; provided further, that nothing contained in this section shall be applicable to the transfer of a tube or other container of glue from a parent to his or her child or from a guardian to his or her ward.
