It is unlawful for any person within the city to appear in public in any mask, cap, cowl, hood, or other thing concealing the identity of the wearer; provided, that the provisions of this section shall not apply to persons attending or taking part in carnivals, masked balls, public shows, entertainments, or celebrations in the city or under the permission of the proper authority of the city, nor to any person holding a written permit issued by the Mayor.
