(A) Every premises or enclosure, except a completely enclosed building, used for the purpose of storing parts of dismantled vehicles shall be entirely surrounded by a neat fence six feet in height, which fence shall be kept in a proper state of repair and none of the enclosed articles shall be piled higher than the fence.
(B) No junk shall be permitted to be or remain on the parkways, sidewalks, streets, or public ways within the city.
