(A) It shall be the duty of all owners and all tenants or persons in possession of any real estate within the city, to keep and maintain such premises so that no waste, trash, refuse, or garbage of any kind shall be allowed to accumulate thereon.
(B) If any person allows waste, trash, refuse, or garbage to accumulate on his property, it shall be the duty of the Sanitation Supervisor to notify such person(s) to remove such accumulation. It shall be unlawful for any person receiving such notice to fail or refuse to remove such accumulation within the time specified within such notice, which time shall not exceed five days.
