(A) Plan required.
(1) A plan shall be submitted with any request for approval of a mobile home permit.
(2) The plan or sketch shall be submitted in duplicate and shall contain the following information:
(a) The location of the lot or parcel of land on which the mobile home is located;
(b) The location of the mobile home stand with accurate dimensions to lot lines;
(c) Utility connections and, in case of sewer and water lines, direct connections shown between the mobile home and the utility lines;
(d) The names of abutting property owners; and
(e) Names of all adjacent public rights-of-way.
(B) Lot size and setback requirements. Lot area requirements and lot frontages shall conform to the requirements of the zoning district in which the lot is located.
(C) Exceptions to lot size and setback requirements. All lots existing at the time of the adoption of the city zoning ordinance, 8-1-1964, and located in any residential zoning district having less width or lot area required, and the owner of the lot, parcel, or tract does not own any lot or parcel adjacent thereto may, upon application or and approval of a mobile home permit, use the lot for the placement of an individual mobile home.
(D) Anchor and mobile home tie-down requirements. The following minimum anchor and tie-down requirements shall be required for all mobile homes receiving a mobile home permit:

(E) Screening requirements. All open areas beneath the mobile home shall be enclosed with a fire-resistant material which shall render the area beneath the mobile home impervious to sight.
