The provisions of §§ 74.01 through 74.12 shall not apply to trucks, truck tractors, or trailers owned or operated by any agency of the United States, the state, or any county or municipal corporations of the state. The provisions of this chapter shall not apply to any motor truck, truck tractor, or trailer which shall be licensed by any municipal corporation of the state of the first, second, third, or fourth class, within ten miles of the city; nor by any municipal corporation of the fifth or sixth class, within five miles of the city, bearing the registration plate or plates issued as evidence of the license, provided the vehicles conform to the maximum limits with respect to weight, height, width, and length provided by this chapter; and provided further that the provisions of this chapter shall not apply to vehicles operated under special permit issued by the governing authority of the State Highway Department.
