No person shall operate upon any street or public way of the city any motor truck or truck tractor having a gross weight, including load, exceeding 5,000 pounds, at any rate of speed in excess of 20 mph, and in the case of any such vehicle, the gross weight of which, including load, shall be 5,000 pounds or less, at a rate in excess of 25 mph.
