The city council shall establish a schedule of fees, charges and expenses and a collection procedure for zoning permits, amendments, appeals, variances, conditional use permits, plat approvals and other matters pertaining to the administration and enforcement of this title requiring investigations, inspections, legal advertising, postage and other expenses. The schedule of fees shall be posted in the office of the zoning administrator and may be altered or amended only by the city council. Until all applicable fees, charges and expenses have been paid in full, no action shall be taken on any application or appeal.
All Spring Valley applications that have not been identified on the city's schedule of fees as adopted by the city council or require the city to contract staff specialized to review such materials, including, but not limited to, economic analysis, habitat and engineers, shall be subject to the terms of the reimbursement agreement between the city and the master developer, as may be amended from time to time.
