A permit must be obtained from the building department prior to the demolition, remodeling, rehabilitation or renovation of any property or landmark which has been given historic designation or for which such designation is pending. The commission may delay approval of such permit for a maximum of one hundred eighty (180) days, during which time the commission may negotiate with the owner and with any other parties in an effort to find a means of preserving the property.
