It is unlawful for any person to deposit trash, garbage, or refuse of any type in or in close proximity of any trash or garbage receptacle located within the city limits of the city, unless the person depositing the trash, garbage, or refuse is the owner or the lessee of the receptacle or has written permission of the owner or lessee of the receptacle to deposit trash, garbage, or refuse in or in close proximity to the receptacle.
