Every person engaged in the business of operating a taxicab shall exhibit, by attaching to the vehicle in a conspicuous place on the inside thereof, a card setting forth the schedule of rates, with the number of the driver’s license on the bottom and attaching a photograph of the driver to the schedule with his or her name attached to the photograph.
